Excerpts of Comments by President Obama today regarding his signing the Stock Act

"And that’s why, in my State of the Union, I asked members of the House and the Senate to send me a bill that bans insider trading by members of Congress, and I said that I would sign it right away.

Well, today, I am happy to say that legislators from both parties have come together to do just that. The STOCK Act makes it clear that if members of Congress use nonpublic information to gain an unfair advantage in the market, then they are breaking the law. It creates new disclosure requirements and new measures of accountability and transparency for thousands of federal employees. That is a good and necessary thing. We were sent here to serve the American people and look out for their interests -- not to look out for our own interests.
Rienzi and Nicholls State U

Nicholls State University has officially transferred the Rienzi Plantation House to the Levert Foundation, the charitable arm of its original donor, the J.B. Levert Land Company LLC. The Thibodaux landmark, approved by the Board of Supervisors of the University of Louisiana System in 2010 as a new site for the John Folse Culinary Institute, has proven too small to accommodate the rapidly growing program.

“Enrollment in the Nicholls culinary curriculum is expanding to the point that a far larger classroom facility is required than would be permitted at Rienzi,” Dr. Stephen T. Hulbert, university president, said. “To that end, a new on-campus culinary arts building, totaling 31,119 square feet, is in the works on an 8.1-acre site at Highway 1 and Bowie Road. I do look forward to talking more about this facility as it develops, but today I want the community to know that Nicholls will always be grateful to the J.B. Levert Land Company for having donated this beautiful home to the university.”

Hulbert said the transfer decision was also made in part based on the cost of restoring the plantation house for university needs, combined with the cost of transporting students off campus for classes, which exceeded Nicholls’ financial capabilities given the state budgetary situation of the past six years. Also, any such restoration would damage the historical nature of the plantation and violate the intent of the donor.

Humana Inc. announced earlier this week that it has completed its previously announced acquisition of Arcadian Management Services, an Oakland, Calif.-based company that, through its affiliates, operates Medicare Advantage HMO plans. Terms were not disclosed.
Arcadian’s plans have approximately 62,600 Medicare Advantage members in 15 U.S. states: Alabama, Arkansas, Arizona, California, Georgia, Louisiana, Maine, Missouri, New Hampshire, New York, North Carolina, Oklahoma, South Carolina, Texas and Washington.
To resolve antitrust concerns, Humana and Arcadian have entered into a consent agreement with the United States Department of Justice that will require divestiture of overlapping Medicare Advantage health plan business in eight areas within Arizona, Arkansas, Louisiana, Oklahoma and Texas. Humana anticipates that the divestitures would be effective January 1, 2013.
Net of the divestitures, the acquisition will increase Humana’s health plan membership by approximately 50,000 Medicare HMO members.
