Last week, President Donald Trump took unilateral action via an executive order to stop paying insurance companies amounts as designated under the Affordable Care Act, to reimburse insurers for their payments to insureds under the Affordable Care Act.  The President claims the payments to the insurance companies are a bailout. After terminating the payments, Trump said that  "Obamacare is dead". The President and the Republican-led Congress were unsuccessful in repealing and replacing Obamacare which lack of success precipitated Trump's move last week.

This is what happens when Louisiana loses mighty congressional "secret sauce" or, otherwise known as, "clout"..

A couple of canaries in a coal mine may send mixed messages to Louisiana concerning its fiscal situation, making Democrat Gov. John Bel Edwards both a winner and loser.

From the governor who said he is “committed to open and honest budgeting that does not rely on the gimmicks of the past,” yet another past budget gimmick he endorsed surfaces.

It turns out that about $28 million used in the fiscal year 2018 budget does not exist yet, and may not before the close of the year. That money depends upon resolution of lawsuits favorably to Louisiana, which an additional about $8 million did come available recently.
